BUDGET (BT)

Function

Alters the privileged status of an inferior of the proper user, or increases a budget ration of his immediate superior or of an immediate inferior, or reduces a budget ration of an immediate inferior.

Format

Quantative Budgets

BUDGET username, budget type, number
1. Where the budget type is quantative the number is the number of units which are to be added to the named user's budget ration.
2. It may be either positive or negative.
3. If it is positive it must not be greater than the ration owned by the proper user.
4. If it is negative it must not be greater than the ration at present owned by the name user.
5. Since no conversion of units is carried out, it must be given in whatever units are conventional through the rest of the system for the budget type specified.
6. If the number is positive the named user may be either the immediate superior of the proper user or an immediate inferior.
7. If the number is negative the named user must be an immediate inferior.
Privileges

BUDGET username,privilege,GIVE or TAKE
1. The named user may be anyone inferior to the proper user.
2. If the third parameter is GIVE the named pivilege is granted.
3. If it is TAKE, the privilege is rescinded.
4. The proper user must hold the named privilege.

Quantative Budgets

The budget ration of the type specified belonging to the named user is increased (or reduced) by the stated number of units and the proper user's ration is reduced (or increased) by the same number. A budget may be altered only by the addition or subtraction of units of the same budget type.

On successful completion of the transfer one or two messages are sent to the monitoring file system. The messages are as follows:

username OVERDRAWN BY number; NEW RATION number

The message is sent if, after a stable budget transfer, the stable budget ration of either the proper user or the named user is insufficient to cover the amount being used. Normally the overdraft will have been caused by the transfer that has just taken place. However, it may occur that a user has an overdraft even after his ration has been increased. In either case, the above message will only be output if the user in question is either the proper user or an immediate inferior of the proper user. If necessary two messages of this form will be sent, one for the proper user and one for the named user (i.e. an immediate inferior).

OK. RATION number

This message is sent if a transient budget has been transferred or if, after a stable budget transfer, the proper user is not overdrawn.

Privileges

Any user who holds a privilege may grant it to or remove it from any of his inferiors wthout affecting his own status. When a privilege is rescinded all users inferior to the named user also lose the privilege. When the operation has been carried out the reply OK is sent to the monitoring file system.

Notes

The BUDGET command acts only on rations, not on allowances. This means that the amount of time or money available to a user during the current period is not affected by the BUDGET command. To change this amount the user must give an ALLOWANCE command.
A user may hold budget rations and allowances in excess of his money budget.
The user :MANAGER is permitted to access the budgets of his siblings as if they were his immediate inferiors. Thus, he may enquire alter the privileged status and budget rations of the user :SYSTEM.
